IC Change Analysis
This report, published by the Research & Development Cell of the Education Department, analyzes patterns of Instructional Coach (IC) changes across Beaconhouse clusters during the 2021–22 academic year and investigates the underlying causes. Data were collected through questionnaires from Cluster Conveners representing 31 of 35 clusters system-wide (14 in Centre, 9 in North, and 13 in South).
Findings reveal that most clusters experienced limited changes in their IC teams. Twenty clusters retained the same number of ICs throughout the year, while only three clusters recorded a difference of two ICs or more between the start and end of the academic year. The average number of IC replacements per cluster was two, with only three clusters—mainly from the Centre and South regions—reporting four or more changes.
Analysis of reasons behind these changes indicates that role duplication and teacher turnover were the dominant factors, followed by difficulty in managing workload. Additional factors included redeployment of ICs to PDSI Lead roles and lack of adequate resources. Despite perceived workload issues, quantitative workload data showed parity across clusters, suggesting that non-structural factors such as overlapping roles and organizational transitions may be the main drivers of instability.
Overall, the report highlights the need for clearer role delineation, workload rationalization, and improved succession planning to ensure continuity and stability in the IC system, which is central to effective implementation of School-Based Professional Development (SBPD).
